HOUSE BILL NO. 497 by Representative Dahlstrom, entitled:                                           
                                                                                                    
     "An Act relating to building and life safety codes, including                                  
     creation of the Building and Life Safety Code Commission, the                                  
     adoption of building and life safety codes for the state, and                                  
     making exemptions for municipalities; relating to mechanical                                   
     contractors, electrical administrators, mechanical administrators,                             
     plumbers, the Alaska Housing Finance Corporation, boilers,                                     
     unfired pressure vessels, water heaters, the administration of                                 
     certain building and life safety codes, and fees for administration                            
     of building and life safety codes; and providing for an effective
